
Overview
These initial resources and district use cases developed by the U-GAIN Reading Educator Cohort serve as a foundation for the ongoing development of the U-GAIN Reading Educator Resource Toolkit; a set of resources for navigating the emerging Artificial Intelligence (AI) landscape in PK-12 education. This toolkit, aligned with the work of the U-GAIN Reading R&D Center, translates high-level recommendations into actionable guidance for school leaders and practitioners who are exploring what technology for reading can do, particularly for English learners and developing readers in grades 1-3.
Supporting the work of U-GAIN Reading
The initial phase of this work, detailed in five use cases and four resource briefs, establishes foundational AI literacy and systemic governance guardrails essential for districts to move toward responsible AI adoption. This groundwork is critical to the mission of U-GAIN Reading: exploring how generative AI, grounded in the Science of Reading, can be used to personalize and accelerate the reading development of all learners in grades 1-3. By addressing broad institutional needs, the U-GAIN Reading Educator Resource Toolkit offers a foundation for ensuring that future reading-specific resources developed by U-GAIN Reading can be more effectively implemented.
The Co-Design Process
During the co-design process, the U-GAIN Reading Educator Cohort emphasized a critical need for the development of foundational AI literacy skills among their peers and local community members. Educators reported that these materials were not readily available and were essential to establishing the necessary conditions for future, more specialized AI integration that the U-Gain Reading project focuses on. Consequently, the first iteration of the U-GAIN Reading Educator Resource Toolkit focuses on broad AI literacy and systemic guidance:

Moving Toward Reading Instruction
This toolkit begins by addressing the broad institutional needs of school districts, the cohort’s plan is to narrow its focus with future resources. Specifically, the U-GAIN Reading Educator Cohort will seek to develop and amplify specialized knowledge regarding how GenAI can be leveraged to support students as they practice reading, match student interests and strengths, enable dialogue about the meaning of content, and adapt to a student’s progress and needs.
By first addressing the foundational broad focus requested by cohort leaders, this toolkit ensures that districts have the guidance, guardrails, and examples necessary to set their communities up for success. These initial resources lay the groundwork for the next phase of our work focused on transforming the reading experience for young learners through responsible AI implementation.
